If you meet all conditions as stated above and still dont see the corpse with the armor on it quit the game and come back.
After meeting Priscilla, head towards the exit (the walkway leading out to no where it seems) and before you get close to the end of the walkway, look to the left, the armor is on a corpse in a little alcove.
Player must have been invaded by Black Phantom King Jeremiah as well as defeat him.
